Is the CODWAW HC server down?

I've also been having problems logging on... Also has there been a limit to
the download speed for new maps? i cannot seem to be able to download faster then about 110kbs, i used to be able to download at about 300kbs
i thought i might be my isp, but it did a speed test and i seem to be fine there.
